Bangladeshi man accused of dragging a cat while riding a motorcycle

SHAH ALAM, OCT 2 – A Bangladeshi cleaning worker pleaded not guilty in the Sessions Court today to the charge of causing pain to a cat.

Monotosh, 41, as Orang Kena Saman (OKS) was charged together with another individual for cruelly dragging an adult cat tied with a leash on the road while riding a motorcycle, causing pain to the animal.

He was accused of committing the offense around the Section 31 residential area on September 7 last according to Section 29(1)(e) of the Animal Welfare Act 2015 and can be punished under Section 29(1) of the same act read with Section 34 of the Penal Code.

If convicted, can be fined a minimum of RM20,000 and a maximum of RM100,000 or imprisonment for up to three years or both.

The Prosecuting Officer of the Selangor Veterinary Services Department, Mohd Sharif Sabran suggested RM20,000 bail with one surety other than Monotosh having to surrender his passport to the court.

Lawyer K Ragia Sri Devi who represented OKS asked for a minimum bail taking into account that her client had to support himself in his home country with a salary of RM1,500 in addition to having no immediate family in Malaysia to help raise the high bail amount.

“After all, the passport has also been requested to be handed over to the court and my client has not run away from any case and he has cooperated from day one, I hope the court can consider reducing the bail to an appropriate amount,” he said. – Named
