Twice in recent months, the Cuyahoga County Council has been surprised to learn about significant changes in a planned county jail that should have been brought up far earlier in the process.
One would incorporate Garfield Heights municipal buildings into the site, which is in that municipality. The other proposes a four-story jail instead of two stories, which would make it instantly obsolete by modern jail design standards.
