Stricter laws, more resistance for victims and new authority powers – this is how the SPD wants to strengthen the security of citizens in Germany. Around ten days after the fatal knife attack in Solingen, the Social Democrats in the Bundestag are aiming for comprehensive action by the state at all levels in a position paper.
The SPD parliamentary group wants to react to the increasing dangers posed by organized crime, right-wing extremist and Islamist violence, as well as hate and incitement on the Internet. The SPD wants to present the position paper, which is available to the German Press Agency in Berlin, at its parliamentary group meeting this Thursday and Friday in Nauen, Brandenburg.
“Turning point” also in internal security
In it, the SPD alludes to the term “turning point” coined by Chancellor Olaf Scholz. More than two years after the Chancellor described the Russian invasion of Ukraine as a turning point and thus justified support for Kiev and new military efforts, the authors of the SPD parliamentary group emphasize: “As central as the turning point is in foreign, security, defense and development policy – it must also continue in internal security; this must be considered together.”
SPD wants “total defense”
For the SPD, it is therefore crucial to provide the actors in the new Joint Competence Center for Civil Protection with modern equipment, including the federal government, the states and aid organizations. A critical infrastructure umbrella law to ensure vital services in an emergency and a NIS-2 implementation law for greater cybersecurity for companies and institutions must be introduced quickly. Military and civil defense must be ensured in a comprehensively planned “total defense.” A periodic security report is intended to improve forward-looking criminal policy. A new asset confiscation law should enable the state to collect more of the criminal proceeds, currently around 100 billion euros annually, than is currently the case.
Should IP addresses be stored?
The fight against organized crime is to be intensified – for example against environmental crime, product and brand piracy, fraud in the healthcare system, depictions of child abuse, espionage, sabotage and economic crime. According to the SPD’s ideas, a task force for defensive democracy in the digital age should aim, among other things, to regulate platforms more extensively and systematically. Victims of hate speech in the digital space should be able to take action against anonymous accounts: A right to collective action should bring low hurdles to individual resistance.
Prerequisite from the SPD’s point of view: reform of the debt brake
In view of terrorism, sexual violence against children and criminal incitement, IP address storage should be examined. More video surveillance at festivals or concerts could also help. With its paper, the SPD parliamentary group wants to reinforce the call for a reform of the debt rule – also for the required investments in internal security.
