VEON to move HQ to Dubai after Amsterdam delisting

VEON, the parent company of Ukraine’s top mobile operator Kyivstar, is set to move its corporate base from the Netherlands to Dubai, where the telecoms group’s expanding operational hub has been located since early 2022.

Following its delisting from Amsterdam, VEON will complete its relocation from the Netherlands – where it moved in 2010 – to Dubai by the end of the second quarter of 2025.

With the move of its headquarters to its hub in the Dubai International Financial Centre (DIFC), VEON will become the largest Nasdaq-listed company with its group headquarters in Dubai, the telecoms firm said in a statement.

“Our decision to relocate our headquarters to Dubai reflects the strategic realignment of our focus with closer proximity to our key markets. The move positions us to capitalise on the vast opportunities Dubai offers, including its proximity to our operations, access to world-class talent, and enhanced visibility with a broad base of Gulf investors,” said Kaan Terzioglu, group CEO of VEON.

VEON’s digital operations serve 160 million customers with internet connectivity, and 110 million of these customers are actively engaged with digital services each month.
